With regard to his complaint that his pensionable salary is only £540, it is pointed out that the Governor had no authority to offer him £600 without the sanction of the S.S. He was offered the appointment on duly authorised terms.
It appears from his letter that he has been informed with regard both to the terms to which he was offered the appointment, which have been approved by the S.S., and that the suggested modifications are not supported by the S.A.S. He refused to approve of the terms, (a) not knowing that the loans had already been paid to him and (b) in consideration of the privilege of counting his previous service towards his pension and being treated as being on leave with pay while on leave.
But in view of his representations, the S.A.S. is prepared to allow him to retain the privilege on condition that on his return to H.K., he will receive a new allowance, which is not to count towards his previous service, either for leave or pension.
With regard to his complaint that his pensionable salary is only £540, it is pointed out that the Governor had no power to offer him the appointment on other terms without the sanction of the S.S. Now that the S.S. has approved the terms, he will be glad to know whether Mr. Baker wishes to accept the appointment or not.
The S.S. would be glad to receive a report of the bonuses granted to Mr. Baker, as to which it does not appear that the S.S. has been consulted.
